Some have reported the activation servers from the free upgrade still working. (I was able to upgrade a W7 machine just a couple weeks ago.)

You could go back to the W10 installation, plug in the W7 key and see if that activates. If not, you could try the GenuineTicket.xml.

Just a thought.

Edit: I have heard of people having success when calling MS about activation problems. Guess it would be worth a try.

They agreed that something got corrupted (the double listing of my system in my MS account seemed odd to them too) and tried to do a repair that would have left all my apps intact, but the option did not come up and they would have had to wipe out everything. So the case was escalated and I am supposed to get a call tomorrow and continue...

No - sorry, I didn't see your suggestions until after I called MS. Not sure that I still won't end up with a fresh install after tomorrow, and all the fun of tracking all my apps down, reinstalling, digging up all my user names / passwords, etc. I suppose there are worse things in life. They weren't comfortable deleting the older device installation that shows up in my MS account out of fear of messing it up even more (if that is possible). Listen, if their final result is a clean install, please try my suggestions -
Image your W7 OS back on, grab the keycode using Showkey, then follow the steps to run "gatherosstate" and grab the genuineticket.xml file. Then image your W10 installation back on, Change Product Key, and if that doesn't activate (which it very well may), then try the trick replacing the genuineticket.xml file - that should do it.

... well MS support (specifically the lack thereof) led to the initial development of the Activation tool during the old Win 8 days - now that digital is wholly in their hands (and ours tied) makes it worse... hopefully things improve as we get to know more about how digital works...

My guess is your licence on their side has become corrupt - the suggestions put forward regarding creating a new digital licence (with the Win 7 COA or retail key) is the way I'd go as well.

I was under the impression that once your system was activated (especially with the digital license linked to your MS account) you were set for the life of the motherboard. You are correct. I think something is wrong on their end. I'll bet my suggestions will work. But, I wouldn't wait too long - no idea how much longer their activation servers will remain available.
