Enabeling and log-in with the build-in administrator account make's the settingsmenu available fot that account only.
I don't know what is wrong with 16188. In 16184 my lockscreen settings disappeared and now in 16188 the setttings screen does. Ithink it is a bug in 16188. An I do create an image of the last 3 windows insiders versions.

Hi all ! On my asus transformer t100han i just install this Build and i've got same issue for settings panel it show and disappear ! So for now there is no solution ? And if they fix it soon how i Can download the fix and install it if i cant even go settings ? Thanks all

After tweak, you must logoff and logon with ADMINSTRATOR

I reboot and log with admin but settings still disappear.
