Hi, DISM failing on the creator's build is a known issue.
Creators update component store shows corruption but unable to repair - Page 2 - - Windows 10 Forums

If you are saying some user accounts are ok but others not, it sounds as if you have user profile corruption in some accounts. Repairing Windows system files is unlikely to help with that.

You might like to start by checking your disk:
Crystal Diskinfo (free) - Quick Good -> Bad indication.
    If good, then run
    From an admin command prompt
[Windows key + X, click command prompt (admin)]
    chkdsk C: /F
Your PC will need to restart.
Make sure the result is clear or fixed- else do not proceed.
Post back the result, which you can get after a restart as follows:
How do I see the results of a CHKDSK that ran on boot? - Ask Leo!

Don't forget to restart... some do.
