Unable to open settings after Installation of Windows build 100159

    Hi everyone,
After installation of Windows 10 build I am unable to open Settings application. When I click Setting icon either on Start menu or on Taskbar Windows store opens. I reset windows store (WSReset.exe) and run sfc /scannow. But not have solved the issue. Please suggest. How could I do?
The below images shows the search result of settings in Cortana and result of sfc /scannow

I am on 10166 and now when I click on Settings it opens a blank Settings window, then Store opens and Settings closes. I then have an error screen inside the store 0x000000005. I refreshed my Installation to no avail. No command fix the issue. Cannot update or do anything now that it is disabled in the legacy Control Panel. This is maddening.

What method did you use for reinstall? From Disc/USB or from the built in reinstall utility?
