Just an opinion....
Seems you have a mess and just want to get back to the normal, regular public build....
without losing anything.
If you're stuck in some can't-get-there-from-here loop, backup all your data, files, pics, important stuff. To an external drive. You can use Macrium Reflect. Yes, it will backup the OS, but the backup image can be used to cherry-pick and copy back anything you want. And also serves as a safe-guard if the the process goes bad on you.
You seem to have a valid license. Just download the 14393 RTM AU build from this link:
Windows 10
Burn the ISO to a DVD or make a thumb drive. Completely format your drive so it's clean. Boot from the DVD or thumb drive and install 14393 clean. Go through all the updates, etc until you are up to 14393.351 - that is the most current (right now...might change this Tuesday 11/08). Make an entire system backup again. (DO NOT blow away the original backup with all your data!)
When the 14393.351 is running smoothly, all by itself (no tweaks), then copy back the data you want. Download any installers you don't have. Install the apps/progs you want or need. Clean it up. Do a backup.
Sounds like a lot of work, but it really is not hard. Just time consuming. From what you've described, starting all over, nice and clean, is your best option. Also will give you a chance to re-evaluate just exactly what you really do want on the system. Maybe get rid of some clutter and PUPs.
