All tweets here are posted in both ways for some time now. At least here in news.

That's not the only reason. Some mobile devices can't show embedded tweets. Not sure but I have understood from comments here on TF that for instance Tapatalk which some members use to browse forums on their mobile devices can't do that.

No, there is only very few people that can't see them and it's mostly their own fault.
