Can't 'Get Started' with Windows Insider.

I've done everything I needed to do, and reinstalled the Feedback Hub, but I can't click 'Get Started'. Someone on reddit suggested enabling all telemetry, and upon looking in data I noticed this.

When I factory reset, I only entered basic, but for some reason now I can't change it at all, and I'm wondering if this has something to do with it. I don't have 3rd party AV. Some searching around involves gpedit.msc, which I didn't have, and doesn't have the folders necessary anyway upon installing it manually.

    What should I do? Thanks!

There is also a USER telemetry setting in Computer\HKEY_CURRENT_USER\Software\Policies\Microsoft\Windows\DataCollection - AllowTelemetry. It must also be set to 3 to allow FULL Diagnostics and Feedback in privacy settings.
Just setting the Machine telemetry setting in Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\DataCollection - AllowTelemetry to 3 will not work if the USER setting is also not set to 3.
This solved my greyed out selection issues in Windows insider and Diagnostics and Feedback.
BTW, gpedit.msc is part of Win 10. just type it in a run window.

I don't already have values in here. What kind of values are they? DWORD?

It wasn't for me, I'd already tried that.
