This message has appeared for me on at least the last 3 builds, possibly because i allways login as a local user.
IT DOES NOT actually stop you upgrading to the next build, and if you go away and come back to that screen the message is gone.

I have to say, the registry hack is most likely not a permanent solution, even without Windows Insider Program settings visit. Just got a windows notification about it and the warning is back.

The trick described in message #6 here worked perfectly until 2 days ago. The red message suddenly appeared again and impossible to get rid of it definitively as before.
Browsing the net I found another trick working here : just go to the 2nd comment at the bottom of the page were it begins with "Right click on the "Visibility" key and select "Permissions"" ...
After applying this tweak, do again the trick described in message #6 here and you are done !
    Hope this helps. :)

Doesn't work... or better saying it worked, message disappear but appear again after second visit Windows Update. Registry settings are automatically reverted every time I change it. No fix for me at least ATM.

Sorry to hear that. Well, I'm on the latest Build 14393.82 and it worked perfectly : first the change of permission of the key "visibility", after that the change of the 2 registry values back to 0. Since then, no message anymore ...

Root cause is the key in the
    HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\DataCollection
    AllowTelemetry (0)
After removing that key there is no more message in the Windows Update.
"Your insider preview build settings need attention. Go to Windows Insider Program to fix this issue."
I can even visit Windows Insider Program settings and the message did not appear again.

That key is surfaced in Windows Settings under the Privacy->Feedback & Diagnostics->Diagnostic & Usage Data. If you're in the Windows Insider program, it's mandated that this setting be set to Full (I believe a setting of 3 in AllowTelemetry), if you set this to 0 it becomes None (or Never or something like that). And the Windows Insider program stops functioning, and you get those messages.

If you're in the insider program, this setting in Settings is disabled, but if you're not, you should be able to set this.

I believe that deleting the key causes it to use the default, which is Full Telemetry.

The key was manually created by me due to fully disabled telemetry. There is no such key on default.
But anyway I am NOT in the Windows Insider Program so there is no reason to getting this message in general.
I'm fine if WIP stops functioning, it is not used anyway, but apparently there is some link between Windows Update, WIP and Telemetry which causes this, even if WIP is not active.

    THANK YOU!!

I had had this issue since updating to the anniversary edition and spent a fair bit of time trying to fix it but all to no avail.

This solution (deleting: HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\DataCollection\AllowTelemetry (0)) has fully resolved it for me.

Although I didn't manually create the key as you say you did, I believe it was created by the program Winaero Tweaker, as at one point I had enabled the option in the program to "disable telemetry". When I went and looked at the key in question, it was set to zero despite my having since unchecked the box to "disable telemetry".

Also, I've confirmed (indirectly) that the key does NOT by default exist. The actual registry changes behind all the tweaks in Winaero Tweaker are available on the program's website and if you go and read the instructions for this particular tweak (disabling telemetry) you will see that creating that key is in fact what is done, not simply changing its value.
