I use my Microsoft ID on all my PC's. I've heard this claim before, "must have internet connection to log in". Usually it turns out to be nothing more than an assumption due to the switch to Microsoft ID's. I did do diligence and unplugged from my network as a test. No problems logging on with password or PIN. 10 Pro, 10 Enterprise, and 10 Education. All Workgroup PC's, no Domain logins. If your PC is set to log into a Domain, it will prompt that its logging in locally if it can't connect to that domain. As far as I know anyway. I've never ever done a Domain login.

andrizmitnick, I am here to eat my words. After doing the upgrade to the anniversary edition, on PC's with no Internet connection, I'm seeing the messages about local logon you mentioned. Why I'm seeing them now, and not before, I have no idea? Password logon works fine but trying to use a PIN gets me that message. I've been doing a lot of installs of the new anniversary edition on various PC's. I only had the one network cable and was swapping it back and forth. Eventually I booted up a PC with no Internet connection and got that message. Then I did a WTF? At this point I take back my not normal comments and apologize for my errors.

You need to automatically connect into a network (wifi/lan) just after login screen appeared, PIN login method need internet connection, if you're offline then it will be prompted to use password
I have this problem also, and have an always on internet connection (wired). I'm leaning toward a firewall issue here. This all started when I started having trouble with Avast and switched to Bitdefender.
