I know you've done a clean install, but...
To help ruling out hardware issue, try this. Go to Device Manager and Rollback the driver, reboot and see if it fixes. If so, the MS WDDM driver is probably roached. In that case, after rolling back, try WU again to see if you're getting a bad download of the driver. If problem still there, totally uninstall the device AND driver. That will clear it from Component Store. Reboot and Windows will reinstall the device and driver from their server. If all this fails, you just might have a quirky chip set.
Does this occur if you clean install 7 or 8.1?
When was the last time you TOTALLY powered off your machine? May need to bleed the circuits. Power off, disconnect cord from power, press and release power button several times. Plug back in and power up. This will discharge all capacitors in system and ensure no "dangling bytes". Sounds nuts, but it's true.
I hate this build :) 10074. The start menu is very all over the place (Loved the look of the new one on the recent 101xx build video). And I am having to almost double click (or click very hard) task bar items to get anything to launch. The previous build didn't have that issue. Keen for the next build...!
Some screen shots can help clear up any translation issues.. at least we can see what the poster is referring to and as the saying goes.. a picture is worth a thousand words. :)
