Build 10049 Taskbar links dead & Start Screen apps Issues
Greetings,
I had a few serious issues when I went to 10041 (search did not work being the worst), and so I downloaded 10049. I can use search now, but I still have two problems: all website links that are on my taskbar do not work. I click on them and nothing happens. I right click and select a link from the dropdown box and that works, opening up in IE. The items in taskbar that are not links to websites, like to a folder or an app, all work fine. Secondly, when I got 10041, I lost some apps like Mail, Calendar, and People among other basic apps: they disappeared from my Start Screen, and they're still gone in 10049. I can't download them from the green store. I get an error 0x80073cff. Finally, I have two black triangles instead of one for the 'show hidden icons' just below the words 'evaluation' in bottom-right of screen, one atop the other, both do the same function.

Let me start with the last point. The 2 triangles for hidden icons seem to be normal. I have those too.
See whether you lost apps are in this folder
C:\Users\<Your Name>\AppData\Local\Microsoft\Windows\Application Shortcuts
Then you can right click the there and pin to Start. And for the ones that you don't find there, you will have to go to the Program Files.
The website links I would redo.

Yeah, the Apps are a bit of a nuisance in the preview - but it is development code
Each release seems to bring a new set of apps that have to be 'fixed'. The black Store (beta) is probably adding to some of the issues. I forget if you can update the CommApps in the black Store (beta). After each command set below, try updating all apps from the black Store (beta) first, then go to the green Store and update all apps.
Try this command in an elevated PowerShell
- it should remove any configuration for the CommApps (Mail, People, Calendar)

--> try updating All apps from the Store (black 1st, then green), stop here if it solved the issue
If that doesn't resolve the issue: try these, in this order
- Windows Store Reset (wsreset).
Run (WinKey+R)
Type wsreset in the text box of the Run window
--> try updating All apps from the Store (black 1st, then green), stop here if it solved the issue
- Re-register all apps
Copy the command below and paste it into an Elevated (Run as Administrator...) [PowerShell,

I had the same issue but didn't write down which one 'fixed' it.
Good luck, this can be resolved ... I'm using the Mail app for messaging. It has another issue with regards to indexing (mentioned in the Windows blog I think), but that's unrelated.

If it works the same as 8
Go to c:\users\<Your Name>
at the top of File Explorer click on the View tab, near the right should be a tick box for hidden items, make sure this is ticked, AppData is hidden as default

I tried unpinning and then repinning the website links to my taskbar, but this doesn't work. I get "This file does not have a program associated with it to perform this action." I think the problem is with IE.

That's interesting - Spartan / IE issue, no doubt.
I tried pinning a url shortcut to Spartan, no dice.
Is IE pinned on your taskbar? Try pinning IE there (you might have to navigate to the IE program folder to pin it) and then drag the url to the IE icon on the taskbar.
The other thing you might try is create a folder with the url shortcuts in it and then make that a taskbar toolbar.
