I performed a clean install of Build 10240 skipping both of these steps, then after I signed in with my MS Account as an insider, the copy was activated.
The same happened to me yesterday (2 rigs) !

Oh OK, I got exited too early. I could do the same Friday morning my time but Friday afternoon no longer.

Originally I had fresh installed the first b9841 iso from scratch, and sucessive upgrading with 5 newer iso versions since then, just installing latest b10240 the day before, always mounting the iso each time, and always doing an upgrade (not that it matters but always deleting that 15GB WindowsOld folder in C:\ the upgrade creates, just to save space) and so today after reading the latest posts here I was curious myself if and how mine was still activated.
I do not have an insider 'or any' MS account to sign in to, and never did, and so I've never used any of that feature. I just get my info from this forum.
Anyway, because of the posts here about activation, being curious I just ran slmgr /xpr to check mine - and it says permanent activation <shrug>
Hope this carries over to the RTM :)

I totally agree with this post. My instillation of WIn8.1 was activated and up to date with patches and updates before I upgraded it to 10240. And 10240 was activated from the previous OS, WIn8.1. In addition I received the update from yesterday and it both installed and worked just fine.
All good so far.
so you did the upgrade to win 10 from 8.1 .. i may have to do that right now
i was lazy didn't bother with the 8.1 updates
immediately installed win 10 .. build 10240 and no wonder can't activate

Just one thing to keep in mind. I had done all of the updates to WIn8.1 so it was all up to date when I upgraded to WIn10.
