I seem to have managed an activation without an upgrade, though I'm in a dual boot situation.
Like the OP, my win10 10240 went to hell so I reformatted (COULD NOT RESET, BOOT LOOP) that partition with the media creation tool about a week after the RTM release (let the servers catch up). Would not activate. So I reinstalled the latest ISO I had, 10074 - Activated, but would not update, though I could sign in with my MS account, and I was supposed to receive insider updates according to the settings menu.
So, I found a registry setting online that allowed me to force updates, and it worked. I was able to get 10074 updated to 10240. BUT, I could not sign in with my MS account. So, I created a new user account, signed in with that account, and deleted the original. It worked, however
Received updates, but could not receive insider builds (I would sign in, then as soon as I left the menu, nada). There were also some syncing glitches and small annoyances. So, I scannow/dism *hand wave* and freaked out over the multitude of errors...
So, despondent, I opted out of insider builds under updates in settings. It required a restart. All was well, but glitches. So, in a last ditch effort, I created a new ISO with the media creation tool (The date of this post)l, clean install on the troublesome partition and, It seems I have a fully activated win 10.
I have been an insider since Feb. I have no Idea what the policy is for insiders anymore. Insiders were promised "status quo" late July. But no ISO's .... Maybe someone can make sense of my circumstance.
I have had my best experience with a clean install of 10074, activated, updated as far as it will go, then use media creation tool and upgrade directly to 10240. Activation is immediate on upgrading. 10074 is buggy, best not to use it much.
All as Local account.
Once 10240 is working, activated, updated as far as it will go, I backed up with Macrium reflect.
Only then switched to a Microsoft Account and rejoined the insider program.
I'm not sure I'm reading right, so bear with me, please . . .
I see that as a member of the Insider Program, you installed and have been running the Windows 10 Technical Preview.
Do I understand correctly that once Windows 10 RTM/GA was released, at that point, you rolled over to it and "quit" the Insider Program?

Let me first say that I'm not making an accusation because from the outset, you've been upfront in how you arrived at your activated copies of Windows 10. First, I think you've misunderstood Microsoft's upgrade intent. Microsoft's intent was to give us a free copy of Windows 10 as an upgrade from Windows 7 or 8.1. Although there was some confusion about free Insider copies of Windows 10, that was never Microsoft's intent.But thats the thing. Both my PCs were insider program devices only. No previous windows 7 or window 8 on the devices and they both upgraded to Pro
1 pc is fully upgraded the 2nd had to be reformatted and lost it. only thing i can think of is just go back on insider and hopefully become activated
And therein lies your problem. Because (I think) you updated your Insider Windows 10 Technical Preview to Build 10240 and then quit the Insider Program. The reason I think you quit the Insider Program is that you have not received any updates to Builds 10525 or 10532; you clean installed Build 10532, which won't activate. The reason it won't activate is that (I think) you're no longer in the Windows 10 Insider Program.
Microsoft's EULA (End User License Agreement) requires that in order to have a legal installation of Windows 10 RTM/GA that you must upgrade from Windows 7 or Windows 8.1. There is no legal deviation from this process.
At this point, you have a couple of options: rejoin the Insider Program or if you have licensed copies of Windows 7 or 8.1, install and upgrade from there.
Would deleting the duplicate PC (the Asus) solve my activation issue
I had to reformat and the new one (on top) has yet to activate even though it was activated before

Go to Start>Settings>Update & Security>Advanced Options in the "not activated" Asus. Here's what you should see:

If you're seeing this, then there's another problem and I don't think it will be solved by removing anything at this point.
yea i stayed like that for about a week just not updating to the insider build and it never activated.
The first 2 devices in my windows device list are the same devices. The Gaming was the one that fully activated until failure which caused me to reinstall to the first one which will not activate
I'm just wondering if its an issue of the activation server looking for the gaming device

I'm still having some problems understand exactly what you've done. I need to know the following:
1. Where did the screenshot you gave come from? I need to know that.
2. Is the Asus a dual boot system? Do you have two partitions with Windows 10 installed on each of them?
3. Will Gaming boot at this point, or is it dead?
4. Did you format Desktop before installing Windows 10.
5. Last, but not least: Have you changed any privacy/security settings?
If you'll answer these questions, it will help us to get a handle on what the problem is.
