    Well, I'm on build 10525 and all file explorer windows are remembering their positions without any 3rd party programs. About time Micro$lop.

    In Windows Update > Advanced Options, just click the "Get Insider Builds" and set it to "Fast Ring" then restart several times, then check for update. This build is not yet available on Slow Ring

    That means you are mainstream. You join the Insider Program by clicking the Get started button. You must be activated.

    Do not do this on your primary or work computer.
