DISM Error 1060 "Class not registered" when trying to run Repairs

    Hello all who reads this,
I have been having problems with windows update and to try and fix that I have ran SFC which fixed some issues and now I can manually install definition updates but DISM is still broken and I need it working so I can install windows updates/in-place upgrade which also fails due to DISM not working. Can anyone help? I dont know what logs I need to post so just reply and tell me.

Have you tried to upgrade using the ISO for 21301? Using it in an in-place upgrade?

Thanks for the response. I have tried with an insider ISO but it always fails with "DISM Image Session Failure" at 75% done.

You may have to take the ISO and make a bootable thumb drive and do a clean install. You OS looks like it's corrupt, enough that it just will not update. It's Insider, so not much to lose. and it's quick. and you'll be back up and running. If you want the 21301 ISO, I can give you a link to mine I have on OneDrive. DL it and make a thumb and install.

I have been using a 21286.100 iso which I also have been using to boot into Win PE to do a on boot SFC scan and on boot Restore health, even though they completed successfully DISM is still broken. I have done a lot of things to try and fix this OS but I still can’t fix DISM, running DISM on boot fixed problems with many other broken things though. I couldn’t even put the ISO on a usb drive because I would get access denied, I had to use safe mode just to format the USB.

You have another machine you can use? Make the bootable thumb on it.

I could use my old laptop from 2009 running Windows 7 starter. But I already have Rufus working I just need to boot to safe mode as a temporary fix.

Edit: the laptop has USB 2.0 if I need to use it.
