Rempl.exe is part of 'Reliability update KB4023057 for Windows 10' according to this:

And strgsnsaddons.dll is one of the files it installs.

So it looks like this is an artefact of having had the reliability update installed at some time in the past.
So it may have been caused by Windows Advisor (Which was used internally on both machines when I upgraded them to 10 ) prior
to upgrading the preview versions.
Well at the very least This can to be said to be "Not an Preview Addon" but from earlier version.
I learned a lot . Guess I should peek under the hood a bit more often. No telling what I'll find

Just to round things off, the point of the number in sageset is that you can use several different numbers, each with a different custom set of selections. These are saved and can be run any time you want. They can also be scheduled. More on that here:
