The way I would fix this problem, if at all possible.
Buy a new drive. Image current drive with favorite tool (I use Macrium). Create necessary bootable media for tool and test
Install new drive. Restore image
Then do a repair install.
After disabling all notifications, I no longer have this prompt.

I no longer have Kaspersky installed so I no longer have said prompt and I haven't had other prompts like the mentioned one.
EDIT: After installing MSI Center and running it, it asks to restart the PC in the process and after clicking "Yes", the mentioned blue prompt appears. I find it odd this is currently the only program I use that makes this prompt to appear. It seems disabling all notifications, unchecking the Windows Action settings I could and disabling Windows Security didn't prevent these blue prompts from appearing.
EDIT 2 MSI Center no longer makes the blue prompt to appear but now another one saying the PC will be restarted appears. Also, it seems these prompts are no longer blue in recent Windows 11 versions. How can I prevent them from appearing?
