I'm sorry I made an error, the version I have is insider build 2004, 19041, which if you're in the slow ring should be the version you have now...minus a couple of updates.
BUT I made a discovery today, I uninstalled my sound drivers for my creative card and reinstalled them, and did the same thing with my video drivers, completely removed them with DDU, set windows to NOT install drivers automatically, and installed the latest HotFix driver, 445.98. (note I have Nvidia)
All my tray apps, including the volume control, now work, I also had to reset Edge as it was running slow, and reset windows media player (delete the library and let it remake itself) and now everything seems to be normal.
This update for me was a mess, BUT I was able to fix it, if you need a link to that iso let me know, OR just check in the insider forum, that's where I found it.
NOTE: An unfortunate bug in slow ring version make the <dism /online /cleanup-image /restorehealth> END at 84.9% (I see yours even earlier than that) and it says completed, from a forum moderator I found out that it has been fixed in the fast ring version but not the slow ring as of right now, so in order for that to work you will have to wait for the next updated version.
