I am trying to remove myself from "Windows Insider" and return to a standard form of Windows 10. Is that something I can accomplish without a Windows re-install?

Sure, you can set to stop getting Insider builds if wanted using the method in the tutorial below.
Start or Stop Receiving Insider Preview Builds in Windows 10
Since you are currently on build 19018, you will stay on that build until the public build is released to then start getting updates again.
If you wanted to go back to the currently latest 18362.449 public build, then that would require a clean install.
