No it is not as I am on 18363.448 , I hear some day in November it will go final.

Who knows what build it will be. It could still be 18363.418 with a simultaneous release of a CU to something higher. That has been known to happen with previous versions....

Yes it could be any number. I just wish that MS would get on with it.
