    I decided to do a clean install on a different SSD disk and upgrade it to 18922 preview.
    I forgot that I had relocated some programs and data files to my D Hdd.
    Maps was the main (and largest) one.
    This was a clean install so there were no maps listed in
    Settings / Offline Maps So I reset the Storage Location back to the D drive
    And the Maps I had already download showed up.

    Similarly, I share downloaded Maps to reduce the downloading effort [I have a limited monthly internet data allowance].
    - I create a 5GB partition for Maps on every computer, download the smallest map possible just to get things rolling and tell Settings / Offline Maps to look to that partition
    - I then download all the Maps I want [about half of Europe] onto one computer
    - I make an image of that computer's Maps partition
    - I restore the image to the Maps partition on every computer

    A by-product is that I can reinstall Windows or buy a new drive, as you have done, and my Maps are already in place.
