I have the same issue. I have Insider fast ring working on 2 other PCs. Just tried to on another PC and got the 0x0 error after clicking the "Get started" button from the Windows Insider tab on the Settings page. The error is "Sorry! Something went wrong..." with 0x0 as the error code at the bottom of the message.

Currently running 1809 17763.195 on this PC.

Can send screen shots if that would help diagnose.

Check the date and time in Taskbar.
What Anti-virus are you using. Anything other than Windows Defender, disable it.
Put the following in a batch file then run from a Elevated Command Prompt:

    @echo off
    date /t & time /t
    echo Dism /Online /Cleanup-Image /StartComponentCleanup
    Dism /Online /Cleanup-Image /StartComponentCleanup
    echo ...
    date /t & time /t
    echo Dism /Online /Cleanup-Image /RestoreHealth
    Dism /Online /Cleanup-Image /RestoreHealth
    echo ...
    date /t & time /t
    echo SFC /scannow
    SFC /scannow
    date /t & time /t

or you can run each command individually in a Elevated Command Prompt.
Reboot then try joining the Insider Program again. If still no joy then do a Clean Boot and try it again.

Thanks for help, Rich. Unfortunately, still not working. I'll try cutting back startup apps and services to see if that makes a difference.

I also tried several potential solutions posted on the answers.ms.com insiders area. So far nothing is working. I also tried to download the insider build .ISO thinking that if i get it installed it may let me set Insider on this PC. I get an error when I try to DL it as well.

Will DL from a different machine and try to install on this one.

You can download the latest Insider ISO using UUP Dump Downloader.

    UUP dump downloader v1.1.0-beta.1

Get the Archive (.7z) version. Unzip it then run uupdownloader.cmd. It's straight forward to use. Pick the build you want (18309.1000), pick the version, Home, Pro, Home N or Pro N then start it. takes 10-15 minutes and you will end up with a ISO in the same folder uupdownloader.cmd is in. I've used it recently to pull:

    18309.1000.181220-1256.RS_PRERELEASE_CLIENTCORE_OEMRET_x64FRE_EN-US.ISO
    18309.1000.181220-1256.RS_PRERELEASE_CLIENTPRO_OEMRET_x64FRE_EN-US.ISO

I tried today and it worked with no issues. Perhaps MS needs a couple of days to recognize a new system?

Thanks for all the help and suggestions.
