Issue with diagnostic and data usage settings (cannot get builds)

I have Win10 Pro in the Slow Ring. I hadn't been using the PC in question for a while and decided to check if there was a new build available (the installed build was 17074.1002). I noticed that Windows was informing me of an issue related to the Insider Preview program. The Insider Preview settings page informed me that there was an issue with diagnostic and data usage settings. Below was a button to FIX but the process did not fix anything despite running through.

So I've used a lot of hours trying to fix this. Obviously I've checked the diagnostic and data usage settings that they are enabled and full. I checked my MS account if it needed verifying but everything was okey. I've tried the registry/DataCollection trick (AllowTelemetry to 3). I've tried resetting group policy. I've tried scanning and fixing registry. I've tried disabling any programs (although I only use Windows Defender and the free Malwarebytes) that might cause the issue. I even went and manually updated to the latest Insider Preview build. I still have the issue. I've had this PC and Win10 Insider Preview for a long time and never had this type of trouble. I haven't made any changes, only updated the component drivers, apps and BIOS every now and then.

The suspected cause might be that I had been using ShutUp10. Yes, I know that many of you say this type of program should not be used, but I've used it in several Windows PCs without any problems since the release of Win10. Obviously I did revert the ShutUp10 settings and deleted the program, but it did not have the desired effect.

Does anyone have an idea about resolving this issue without losing my apps (which are are a pain to re-install)?

Download 17120 ISO from Slow Ring, mount as a drive and run setup.exe.

As I wrote, I already did that (downloaded from Insider Build Advanced, used Rufus to create a bootable USB drive and ran the setup keeping my files and apps within Windows). It did not fix the issue although obviously this manual way of updating to a new Insider build is an alternative. I guess I have to either just hope that a future Insider build happens to fix this issue or do a refresh losing my apps.

Okay, I just fixed this on my end. I noticed in my registry settings that in [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsSelfHost\Applicability] "Ring" was set to "disabled" and other related settings were set to a different build as well. (It kept reverting everything if I didn't set several settings at once.)

I fixed it by settings various things (Not sure which are actually necessary though):

(Note: These settings are for Skip Ahead settings, change 'Skip' to 'Active' or 'BuildBranch' (I think) and the rings from 'WIF' (fast) to 'WIS' (slow) if you are on those rings.)

Wow, this fixed it for me. Thank you so much! As you said, you need to do several settings at once as if you for example just set the setting in bold in your quote, it gets reverted. Anyway, I went through the settings (did not have to change all of them but some), quit regedit, went to Windows settings and found the good old Insider Preview settings page as it should be. Moreover, Windows Update started to download the latest Fast Ring build.

Sorry I just joined, had a similar issue. I discovered I had a third party software "Spyboot Anti Beacon" installed which prevented me from changing the settings for data usage. Everytime I rebooted the changed settings went back to previous settings. I uninstalled Spyboot and had no further issues. There may be an option to just enable Spyboot. However, I can reinstall it later.
