Yes, and I think that it's this: Win32 apps aren't supposed to be suspended.

"Traditional desktop applications have only two states: they are either running or they are not running. UWP apps have a third possible state called suspended."

I wonder if some of the new features that they've been laying groundwork for, like Sets and Timeline, are inadvertently responsible for this.

The next problem to solve, since we'll be living with 17046 for perhaps another week or more, is why I have so many dllhost.exe (the infamous COM Surrogate) application errors in this build. It's tripping over a part of Office called mso20win32client.dll several times a day and is very annoying. There's a lot of history to search through for that one.

Please notice, I have nothing to back my words, just something that if it would happen as I suspect, I would not be surprised:

It might be that the unofficially extended grace period for free upgrade from Windows 7 & 8.1 might come to an end on end of December. Quote from Microsoft Accessibility page:

If you use assistive technologies, you can upgrade to Windows 10 at no cost as Microsoft continues our efforts to improve the Windows 10 experience for people who use these technologies. Please take advantage of this offer before it expires on December 31, 2017.

Assuming Microsoft really does it, ends the offer for assistive technologies users, I cannot believe they would leave the "normal" free upgrade offer still working as it does today, almost year and a half into "unofficially extended" offer.

Not wanting to paint the devil on the wall, I am just suggesting that if you still have 7 or 8.1 machines, now would be a good time to upgrade them.

Yeah, of course! If and when the free upgrade offer will end, I mean really be gone, it would also logically mean that you could no longer activate or upgrade edition with keys from previous versions.

Thanks for that, Marty. I was just reading some articles on eSIMs because of my AT&T AllAccess app and Microsoft Mobile Plan app.

May be more smoke. Can't prove it and don't have reference, but I sense they may have woken up about the UUP delivery problem and/or processing update files. I think the upper management may have had words. Why some of us don’t have a problem and some do is beyond me, although it doesn’t seem to be the download delivery as much as it is the processing of the data.

Nothing in the crystal ball Tony. When we have gone this long without a build I just don't have a feeling for what MS is up to. It would be interesting if somebody leaked the corporate structure of the Insider Program. But even if we had that the decision making around Insider Releases is probably quite complicated. Not only is there the mystery around why some people have had enormous difficulties updating. I have not (except for the Intel only build!) but I don't think I can remember an upgrade even taking as much as 2 hrs - even on a VM. Well, I'm copying 1/2 TB of VMware VMs from Linux to Windows Server 2016. But I'm working with VirtualBox testbuilds also.

Actually people have been saying this here since the initial announcement that assistive upgrade was ending.

However if it ends, this gets us back to the original dilemma as follows.

The Windows 10 EULA clearly says that full retail standalone versions or upgrades from full retail standalone are transferrable to new devices. There is no limit to how often this can be done.

The introduction of the activation troubleshooter does allow limited transfers of digital licences (I tested this a couple of times and limit was 3).

How will MS be able to comply with its own EULA if upgraded licences are not given full retail standalone transferability?

We end up back with original argument that upgrades from full retail licences are treated like oem licences but with some limited flexibility (which actually does not comply with EULA if original was oem).

I believe you will still be able to activate installs unless MS surprise us and can differentiate between a digital licence upgraded from a retail standalone or oem key). We certainly have not seen any evidence to support this.

I think MS have backed themselves into a corner, and the negative publicity that will ensue if they change things will have a much greater financial impact than just letting unofficial upgrades to carry on.
