I think so too, since everything except for the GPU are discontinued products. Latest Drivers or BIOS updates came out 4 years ago. I think too much has changed internally in RS4 and some of the basic or more advanced drivers loaded during SafeOS can not communicate with Windows properly.

This could however be a temporary glitch, so I still recommend trying, until you find a build that works. RS4 builds has been really unstable or otherwise unreliable on many types of hardware. RS4 does not run well on my hardware when installed on physical machine but in a VM I have no issues at all, though being run on same hardware. ...go figure...think it's just driver stuff for me too. That is what happens when some major changes are made in internal Windows functionality. I had the same issues during early stages of RS3.

Was contemplating an upgrade with these but I’ll wait for the new-year sales

Edwin, this is for sure far fetched but one of my neighbours had a similar situation. Nothing worked, could not upgrade beyond in his case 17017, Yesterday when he called, I asked him to do the following, it worked and he's now using 17046.

What I asked him to do was to disconnect PC from network (and Internet), disconnect / unplug all external devices, disconnect all internal hard disks (he has three of them) except Windows system disk, then clean install version 1709 build 16299.15.

When on region selection screen after clean installing v. 1709, he then reconnected it to network (Ethernet cable in), pressed SHIFT + F10 to open Command Prompt which also activates WIN key shortcuts in OOBE, pressed WIN + R to open RUN prompt, typed ms-settings: (the colon (:) at the end of command is not a typo!) and pressed Enter to open Settings, opted in the defaultuser0 account which OOBE is using to Insider program using his own Insider MS account, restarted as required.

After the restart back in OOBE region selection screen he repeated the SHIFT + F10 to open and close Command Prompt to activate WIN key shortcuts, again pressed WIN + R to open RUN prompt, typed ms-settings: and pressed Enter to open Settings, switched to Fast Ring and run Windows Update.

The upgrade was immediately found and installed, he's now running 17046.

Hehheh, that one would be a beast. Also take under the consideration an 8th-Generation build. The 8th gen are fast and power efficient.

I invite you to the 2017 Hardware Thread [2]. There are a lot of experienced system builders, who could assist you in making the right choice.

Current canary is 10.0.17047.1000 (rs_prerelease.171120-1516) compiled Monday. Next weeks build is likely 17050 or 17051 compiled Friday or Sat. Right now working with different flavors of Ubuntu 18.04 code name Bionic Beaver which is a whole lot cooler than Redstone 4.

Is Skippy broken - I am trying to update apps after jumping to Skippy, and they seem to be failing, and VERY slow.
