Do you mean Recent items and Frequent places in the tiles' context menu? That was introduced in a rs_3 build way back before FCU was released, yes? I don't remember when they introduced it as an on/off setting in Settings app, though.
No, I mean this that they introduced in the previous build but that was only "officially" announced in this build:

The acrylic effect works on my tiles, but not the transparency.
The effect that appears on tiles is called "Reveal", the transparency, blur and noise is called "Acrylic".

But when it comes to any of the RS-4 builds, upgrading gets frozen on first reboot widow’s logo
Setup from mounted ISO same, freezes on first reboot windows logo
Trying to fresh install from USB or CD just freezes without even the widow’s logo
Something is preventing all RS-4 released so far from running on this desktop
Just a stab in the dark, but it could be a wrong video driver?

I see. You mean adding options to the context menu.

The effect that appears on tiles is called "Reveal", the transparency, blur and noise is called "Acrylic".
    You mean these:

Reveal highlight - UWP app developer | Microsoft Docs

Acrylic material - UWP app developer | Microsoft Docs

Yes, acrylic works on mine, but not reveal. In fact, reveal doesn't work anywhere on mine.

In my case it is the opposite, "Reveal" is working well.
    This is the "Reveal" effect:

On the other hand, transparency, blur and noise known as "Acrylic" do not work well.
This is how Acrylic looks when it works:

And this is how it looks my Start menu in build 17046, without any transparency, blur or noise ie without "Acrylic":

Thanks mate; I’ve uninstalled and reinstalled the video drivers from the original CD that came with the video card, from online update and from windows update itself.

Not sure what else I can do

Installed without a problem on my physical machines. Only Hyper-V VMs need updating. I will use Hypler-V Quick Create to make a Gen 2 Windows 10 Build 17046. Hope every body celebrating Thanksgiving had a good time.

Are existing vms activated, because creating new vm will need a licence to activate. If old ones are activated, you can ckean install to those VMs if activated, and it will be activated automatically.
