Tried it 5 times and nothing changed. Are you using Edge? I'm using Firefox 57. I wonder if using Edge as my default browser would help. I'll give it a try.
Like you I had a similar problem when I was first learning how to use this tool. For me it was a path issue. After you download the zip file from Github, create a shorter folder name to extract too. Do not use the suggested folder. Avoid using spaces in the folder name. The goal here is to keep the overall path relatively short and simple. Doing this fixed all the download errors for me.

@tracit99 Thank you! That was the problem. I shortened the folder name and all the files downloaded without a problem. I'm going to take a short break then try to make the ISO. I never would have guessed that it was a problem with the folder name being to long.

Urgghh... my watercolor died. It's an AIO built-in to the case so I am late to this party.
Deepcool is really so COOL. They sent me a replacement cooler right away even though it's been more than a year already.
Now my system is up and running...

Thought I'd give the UUP Dump MiniServer (with backslash fix and short folder names) & UUP to ISO a try ... Worked like a charm and was fast ...
    Thank You :)

I just finished making the ISO. Now that I know how use it, it is definitely going to be faster than the MS UUP upgrade method.

Glad I could help. I would never have thought of that either. It was the author (mkuba50) of the script that clued me in.

Yeah, I discovered this - forgot to mention not to use default directory. I extracted zip file to a directory, then moved all files under the miniserver....... directory up one level.

UUPtoISO now works everytime perfectly for me as well - just don't try to create it before you get the restart screen. I have a link to the ISO which is on the shared area of my onedrive and will expire in a week by which time 10465 or 10466 should be available the end of next week. A clean install is quick and painless
Yeah but this tool is much faster as it only downloads files. It takes a lot longer to do it via windows update, especially when using a vm.

Just noticed in a directory listing. The windows.old directory was not removed. I deleted it using unlocker. This was my physical installation of this build. Try again MS
