I have to go to the store. When I get back I'm going to try again with a fresh download.
I do not know, I use exactly the same hardware I had when the "old system" still existed, but now the download and installation times are more than double, at the time I had long discussions with insider program members like Jason Howard about this, as I said before, I don't want to discuss or deal with that anymore.
I'm not an expert on this, but I'll tell you what I did, I just downloaded the .zip file, unzipped it, opened the folder and ran the file "run.cmd" and voilà
I remember that the first time I used it, some necessary files were missing, I used this other tool, (that is very similar), and that other tool downloaded and installed the files that I needed.

UUPtoISO now works everytime perfectly for me as well - just don't try to create it before you get the restart screen. I have a link to the ISO which is on the shared area of my onedrive and will expire in a week by which time 10465 or 10466 should be available the end of next week. A clean install is quick and painless
In this build I am experiencing blocks in the Start menu, sometimes when I click on the button, the Start menu does not open, I suspect that it is due to the new options they are adding in the context menus, not only in the tiles but in the shortcuts to the folders that are in the hamburger menu.
Your tool is downoading a lot of other files that has nothing to do with ESD. These files is what makes UUP UUP and not ESD. Yes UUP use a few ESD file...but those files only contain the core OS files, which is far from the full OS, and the ESD tool here at TenForums has no understanding of what to do with the rest of the UUP files.
