New member here.
This process of upgrading to 1709 began just after noon and still has yet to complete on two laptops. I've been using Windows since 3.0 and have not seen an update take this long.
The other machine has been a different percentages from stuck at 92% to currently 31%. I can't say what happened in between as I was not present.
Some users here thought that I did not know the links to download the MCT or that I am of those who only read the latest page of each thread and that's why I did not know those links, but I just asked because another user clearly stated in one of his comments that there was a new MCT with the .19 version, I prefer not to argue anymore and simply do what I already did with other users here, add it to my ignore list, it is the best and avoid problems.
@Kari, Yes, that's the link to the MCT page, but you didn't spot the bit about using Linux to visit that page. If you have a non-windows browser it diverts you to a page where direct ISO download is available. Not only that, but the last time I tried it the ISO was a .wim one, not a .esd. Try it for yourself, if you don't have Linux handy, use the F12 Developers Tools in Edge to emulate Apple Safari (iPad).
Hey David @davidhk,
When you check for updates again, it should be available.

Still not showing as available for my 32-bit system, though my 64-bit system found it straight away.
