I know for a fact that some touch devices refuse to work properly. This has been the case since Windows 8.0. If the touch device use USB protocol, it is near impossible to make this work reliably. In Windows 7 this issue does not exist.
I had an earlier version 16278 working fine when testing. It is something related to 16299.15 that has broken the tablet.

another question when u upgrade to fcu will the fcu esd file be in the $win folder?

On my desktop I didn't make the ISO until after restarting and dropping out of the Insider ring. The esd was in the Windows.old folder.

Excuse the ignorance, but as a person whose never been on the preview program, If I join up now and install the RTM, then immediately leave the program, will it be just as if I downloaded the RTM officially last week? I will continue to get the latest "production" patches and not have to worry about any lingering after effects IE, preview program watermarks etc?

Yeah all 16xxx builds has been ON/OFF with their issues. The most unstable Insider builds ever. In early development stages I skipped multiple builds because I could not even get my computer to run after a clean install. :)

If you say it's in 16299.15, I believe you or at least am not going to argue. Since 16299.0 came out, I have had devices just suddenly stop working, especially USB, they just shut down for no reason or just can't start. This issue has been temporary though. Not sure your issue is just a minor glitch, but I think you are experiencing some deeper Windows flaws.

I really don't understand why MS decided 15299.15 is the "RTM". It makes absolutely NO sense to me. So much to fix still and we have evidence of this all over the interweb. Even "completed" features are far from complete.

Yes you can do that! Build 16299.15 does not have any watermark nor expiry dates, so upgrading would be safe. Just make sure you do a FULL system image backup of your system to a safe place before upgrading, just in case something goes wrong.

This is a warning for anyone running A mac with a bootcamp partition. If you have recently upgraded to Mac OS High Sierra and your drive was formatted with APFS then DO NOT install the Windows fall creators update from within Windows as you will Not be able to remove the Bootcamp partition. Wait till Tuesday download new ISO from Microsoft Remove your existing Windows partition create new installer using Downloaded ISO then reinstall windows from that. (Sorry if this is slightly off topic)
