A new MCT is issued simultaneously with each new version of W10. It is essential to download a new MCT after the 17th to make FCU media.
I have a collection of all the older MCTs, each one still makes media for the version is was released for. I recently made 1507 RTM (10240) media with my oldest MCT.
Doesn't unlinking your MSA from your Insider account prevent further build updates? - I have a Fix Me button that errors out with an 0x80072ee2 code, whenever I tried to click it, and many Insider setting options do not appear.

On another PC, I downloaded the MCT ESD 16299.15 from the links given on MDL, and used DISM++ version of ESD to ISO to create the 9-image ISOs for x86 and x64.
Here's a question:
The ISO label for Windows Setup disks, e.g. 16299.15.170928-1534.RS3_RELEASE_CLIENTPRO_OEMRET_X64FRE_EN-GB.ISO, - is this stored somewhere in the download from Windows Update, and if so where, or is it synthesised by concatenating information from lots of places within the downloaded files?
That is the MCT that makes media for the Anniversary Update (1607, os build 14393.0). You got it on 12th Sept. last year, almost certainly from Microsoft here: Download Windows 10. That's where you'll have to go after 17th to get a new one for the Fall Creators Update (1709, 16299), or go now if you want one for the Creators Update (1703, 15063).
