My guess....Friday. After 3 days to filter out 16299.15 to Release Preview, and not too close to FCU.....
I just saw this answer from DS about that:

Yes me too. It was announced as I was in the middle of installing the CU and thought what a waste of time.

I've had a VM on the RP ring ever since it was announced. I want to use it as designed as a test of the upgrade process so I will wait it out thanks.

Same here, Keith. CU but no upgrade. It's relegated to the server back waters. Probably an IBM AT pumping out bits and nibbles on a 300 baud modem as fast as it can! :)

Either that or they decided that it might not have been the brightest idea to release it on Patch Tuesday.

You can use the media creation to create a 16299.15 with these instructions

    Rafael Rivera on Twitter:

it uses the media creating tool from microsoft site and downloads the release preview esd from windows update and creates the media from it.

the cab file listed contains the information for media tool to use.
