    After dropping out I checked for updates and nothing was available. Then I rejoined and chose Active development of windows. This time when I checked for update a updated driver for my Nvidia Card was available. Driver version 23.21.13.8792.

    might be soon my wifi/cpu/disk are going ballistic, 5mins and counting.

    My Insider depicted is RS3......yours is RS4......two different O/S,s.
    As I recall the original release notes for skippy stated that a reinstall was necessary if you decided to opt out.
    Though I believe that the two O/S,s will now merge so that may not be necessary.

    I am running 16299.15 and Internet Explorer is lightning fast. Faster than Chrome and Firefox.

    If you stay on the Fast Ring you'll be moved over to RS4, same with the Slow Ring but probably at a later date than Fast. If you stay as an Insider on Release Preview you stay on RS3.

    Release Preview will eventually get you to RS4, but judging by today, it will be around a week before the RS4 release proper.
