The curious thing is that even some older versions of the client before 17.3.7064 work with FOD, as long as the machine is still an Insider.
There were other builds prior to 7604 that worked for sure.

Because for many ISP's "Unlimited Data" is not unlimited
They can throttle the speed, or become more expensive after so & so many Gigabytes.
