    The ISOs have been stuck at build 16278 before today, which is several builds back, so if they thought they were going to release RTM (be it 16299 or something else) shortly, I'd imagine they would have waited a little longer before releasing new ISOs - why release 16296 if RTM (which clearly won't be 16296) is about to be released?

    If Shawn keeps calling it a Windows 10 Insider Preview Fast Build 16299.15, then it's not a final, RTM, media release, Widows 10 release 5 or whatever you want to call it to me. :)

    I was surprised at how fast I got this build. Was on Slow Ring and switched to fast, rebooted and checked for updates. After 45 minutes it was all done and dusted :)

    If this were a Pole, I would also vote that 16299.15 is not the RTM version.

    I don't get why everyone thinks this is not RTM. Microsoft will NOT come out and confirm either way, they never do.

    For it to release on Oct 17, and have a new build get it through all the rings in under 2 weeks before Oct 17 would be pretty difficult.

    What will happen though is that we will likely get a few cumulative updates on to top of the base 16299.15 build.

    I mean even Microsoft said as much as they can in the blog,
    UPDATE 10/2: We have released Windows 10 Insider Preview Build 16299.15 to Windows Insiders in the Fast ring. As we prepare to release the Windows 10 Fall Creators Update to the world on October 17th, we will now start testing out servicing this build with the Cumulative Updates via Windows Update.

    All this speculation ignores one important fact. If you go to the Insider Programme menu, you can now select option to leave the Insider Programme whereas before you could only select to automatically leave when the official release comes along.

    I today tested this and, indeed, I left the Insider Programme. This is incontrovertible proof 16299.15(min) is the official build, and from now on as blog says, we may get standard updates. There will be no more full upgrades.

    Unless something unforeseen goes catastrophically wrong, it's RTM or whatever acronym you choose. It's outa the factory and going through dealer prep. Soon to be in your driveway! (tax, tags and title not included).
