In the UK, a well known expression is to be "Barking Mad" i.e. crazy. People think this it is to do with rabid dogs historically, but the derivation of phrase is quite different.
The town of Barking is near London, and in the 19th Century it had the largest Lunatic Asylum in UK - hence term "Barking Mad".
As is quite common in UK, we have a tendency in colloquial speech to only use first word of a two word phrase (e.g. we use mobiles - mobile phone, watch videos - video cassettes etc), so we often say "He's Barking!".
