Mine was stuck at 3% too and then boom, it finished downloading and started installing. Everything seemed OK until after I was asked to restart. It got stuck again telling me to wait and not turning off my machine. I went for breakfast and it was still at the same spot. I pushed the scary reset button :-( and after the reboot and it finished the updates in a matter of seconds. Everything seems back to normal and winver reports 1703 15063.632

    Welcome to TenForums @MikhailCompo

Those two screens are from the Reliability Monitor. Type Reliability in the Cortana/Search box to find and open 'View reliability history'. The second screen is the details for one particular error, you get it by double-clicking on the item in the list of reported events. It's a useful tool for investigating errors, much the same info as in event viewer, but much easier to navigate.

I have also downloaded the update manually and still not working. I have also done the windows update troubleshooter and that is even stuck. An my update is still stuck at 3% this morning.

When its stuck at 3%, do you observe disk activity looking at your Task Manager/Performance,,,,,,,,If there is disk activity while not downloading, I suggest you let it do whatever it has to do..(I waited 7-10Minutes)...I always watch Task Manager/performance to see where things are going on.

If its stuck at 3% with no other activity, I presume something wrong then.

there might be something wrong with the update then because it has been stuck like this since yesterday. even that windows update troubleshooter was not useful at all. I dont know what seems to be the problem because my system is running fine.
