I have also downloaded the update manually and still not working. I have also done the windows update troubleshooter and that is even stuck. An my update is still stuck at 3% this morning.
You can try the following link for fixing Stuck Windows Updates:
When its stuck at 3%, do you observe disk activity looking at your Task Manager/Performance ...I always watch Task Manager/performance to see where things are going on.
So do I, this was from the previous update...

Mine 'stuck' first at 6% then 26% - but it's not really stuck, Windows Update and the Update Orchestrator are busy doing housekeeping tasks in the background before resuming the download. You can see this on the Processes tab of Task Manager.

Got the kb, installed twice on its own, reported at restart as "could not successfully complete installation" and then showed in history on the update thing that it had successfully completed the installation. Also reported as a successful install on the reliability GUI. I ain't touching that one.
However version number still shows xxxxxxxx.608 dism good, sfc /scannow good. cleared out all the sf distribution files, logs for updates.trouble shooter applied, shows no problems. everything checks out ok. but. a recheck of wu keeps bringing up this update as new download and it will install with same results. escuse met for being an idiot here but this has never happened before on any windows os. lost in the wilderness. sos. mayday mayday. or should i just forget this as a cold solder joint type of issue and just wait for fall cu? no error codes present for this activity either. this is to weird. or it is just ms messing with my brain.
thanks mike

I just downloaded this update successfully without any problems. Took only 50 minutes to complete. Now showing that I'm on 15063.632
Everything seems to be running fine as usual.
Same thing for me, stuck at 3% but for 2 to maximum 3 minutes and then it started preparing for install and after a minute it was ready to restart pc. Restart was smooth, took 1 to 2 minutes to install and all seems ok.
Mine was stuck at 3% for 20 minutes. I then realized that the Edge Browser was running. Closed it, and 2 minutes later the download continued and was finished 10 minutes later. Will do a manual restart later tonight.
As with some updates over recent months, this one was only found when I did a manual "check for updates" today.
OK dumb user question...
Running desktop w10 64bit that's current with WU.
Yesterday WU reported that my PC was current with Windows Updates.
This morning - 4:30AM Monday - I clicked on WU thinking there might be a new anti-virus def to be installed and was surprised to see KB4040724 begin to download. I was thinking that these big MS updates only came out on Tuesdays - maybe once or twice a month... So what's with this update going on right now?
btw-it's now awaiting my re-boot - which I'll do next..
