The tutorial says I can create a shortcut in QuickLaunch, but so far, I've been unsuccessful.
I created the God Mode from your post, not the tutorial.

You should be able to create the Control Panel All Tasks shortcut first, then be able to move it to Quick Launch.
Where is it going wrong for you?

When I try to drag if from the Desktop to my Quick Launch Bar, it tells me it can't create a shortcut there and asks if I want to create the shortcut on the Desktop. I've right clicked and then Send To, but QL isn't listed.

Are you on the Insider Program?
Hold down the Windows Key and hit the letter R. Type winver and press enter. That will show your build info.

I usually go All Settings/Devices/Devices and Printers
- the direction to Control Panel appears in top address line..

In that case, you should be able to move the shortcut directly into the Quick Launch folder below instead then.

Yes, very cool! Suggest you go with the stable Insider version 16288 at present. You have one month with it until the Fall Creators update, but it will give you a chance to experience Insider and get used to. Good Luck!
P.S. - Make a full system image backup first. If this is the only machine you have, it is not recommended to throw it on as your main OS. Best to do in a VM or as a dual boot. Think wisely.

Can't hurt, Wynona. The post I made was really for reference only to the way it was done in the past. I use the tut method.

Yeah, it would be best to start fresh and create a new shortcut on the desktop, and see if you're able to move it into the folder.
