May I ask where you got this link? By the size (4.4GB) and the DL speed (300kbs) it doesn't feel like a direct official MS download. Looks more like a full combo ISO from Heidoc or similar. Not criticizing, just very curious.

Of course they'll always try fixing issues, but if they can't or can't replicate it on all machines, well sometimes they don't get fixed. I'm fairly sure MS does a sort of triage where they're fix issues that affects most serious and glaring to the most machines and go from there. At the same time, they're also introducing new features. Nothing to say they can't do both at the same time.
You also have to realize that just because you've got a problem, doesn't mean everyone else has that problem and thus could be isolated to you or a subset of machines that may not actually be a MS problem per se, but exist because something else is forcing the issue.
I would have thought a laptop recommended on windows own website would not have that kind of issue. Not good marketing on their side really.
Also a number of people with the same auto update issue on different machines have constantly posted on MS regarding the matter but as always MS don't even try to incorporate a fix even as part of patch Tuesdays roll outs.

I hope we all agree that Microsoft certainly should be prioritising fixing those problems that everyone has!
I will be pleasantly surprised if this update fixes the Windows Mail Live Tile problem, for example.

I have already made customized pe from 16299.

16299.15.170928 esd is over 3gb, so the wim based .iso could well be 4.4gb.
