All correspondence from Microsoft regarding your MS account is in the language of your given country / region. As I prefer to have that correspondence in English rather than in German, I have always set my country / region as UK when creating an MS account (#1 in screenshot). However, as I do not have a UK phone number, I select German country code and enter my mobile number for security contact (#2):
Using UK English W10 as my main OS, wanting search results, date & time formats and so on to be in English instead of German, I have also set Bing preferences to use UK as my location and English as language:
In doing this, selecting a region where Bing Rewards was available before it was available in my adopted home country, I was able to join Bing Rewards and start collecting points.

...MS internationalization features SUX BIG TIME. Either something IS or it IS not, no matter if I live on the moon or somewhere else. I can't for instance make sure all my OneDrive files gets uploaded to a server in Europe. All stuff is in Redmond USA. That SUX big time too.
I bet your MS account location is set to be Finland. It must be set to a region where Bing Rewards is available (with a post / zip code!), here's what it shows for me when going to account.microsoft.com > Your Info > Edit your personal info:
I need to use these settings to assure Microsoft emails and other correspondence comes in English, not in German.
