Consumer Reports does not provide the specific, detailed statistics of how its Surface customer sampling that it's recommendation is based on. (This is typical of how they review a product.) While it might be accurate in some cases to extrapolate its sample population of Surface users, in this case Microsoft actually has the full picture on the reliability metrics for its product as they are using the actual full reliability metrics, not a sample of all that may or may not be accurate. Said another way, a sample may or may not be statistically accurate. The entire set is always accurate.
