Don't have a Windows 8.1 build handy to check, but I think that the obscure link that you mention was for System Image function, but the 'Windows 7 Backup and Restore' was actually removed from the UI between the first Windows 8.0 and the most recent Windows 8.1.
Edit: although I think you could call it with a command line if you knew how?

Of course, us old boys knew you always had to make two backups of important data and three of critical data.

Roughly one in 10 drives would fail, so single backup has probability of 0.1 of failing. With two backups, probability is reduced to 0.01, and with three, to 0.001.

Thus with 1000 floppies, even three backups has strong chance of failing.

So you would need 4 backups for that. Worse still,if you had 100 GB of data, you would need 6 backups at least statistically to be sure of it working.

This analysis only applies to a full system backup of course where all disks are chained together. Problem is with only 1.44 mb per disk, one file can span many drives, and you could not substitute a failed drive in one backup with another, as backup data would never be aligned exactly (bypassed bad sectors).

So to be safe in your case, I recommend 7 backups, and a lot of patience (as you will inevitably have write failures on the way).

5. Windows 7 File Recovery, kind of
Ominous portents swirled when the Windows 8.1 Preview pushed out without the ‘Windows 7 File Recovery’ image-backup option found in Windows 8, especially since Microsoft has clearly stated that the tool is being deprecated in favor of Windows 8’s File History. And yes, it’s still missing in Windows 8.1.
A system image utility by any other name...

But fear not! Though Windows 7 File Recovery is dead in name, it lives on in spirit as ‘System Image Backup’. Just head to Control Panel > System & Security > File History, and then look in the lower-left corner.

All that was left was System Image Backup.
But that isn't quite the same functionality as the W7 backup and restore - in particular I don't think it's so easy to recover files (not that I've tried to use it for years).

All of it still exists on my machine.

Because they undeleted W7 Backup and Restore in the Windows 10 UI.
But I'd be more interested to see those screenshots from Windows 8.1.
