    After closing Settings my gets reverted to Active but can be reset. I get a message that it has been reverted to it. It just wouldn't stick.

    You may be able to reset it manually at: Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsSelfHost\UI\Selection

    Check/toggle the highlighted values; let us know if it works!

    No, it doesn't work, it reverts anyway.

    Take ownership of the registry setting and remove access to it but yourself. And then watch Settings app possibly crash! :)
