    I still can't change my lock screen from the mountain lake photo build 16251 introduced. Going to Personalize > Lock screen and selecting another pic seems to work and shows the new choice as the preview, but it doesn't work in practice. The mountain lake is still there when the boot process pauses for me to enter my PIN. Even taking ownership of the photo in Windows\Web\Screen and deleting it doesn't change anything (a cache somewhere must be "remembering" it). This situation exists on 2 Insider machines, 1 regular and 1 skippy.

    Yep, the lock screen image system is totally screwed up on the latest builds. No matter what I try I can't fix it. :)

    My version in build 15063.502 (no insider) is different, I've heard that those in the RP ring have the features you mention, maybe you're in that ring.
