Yes that feature is only available for CMD and PowerShell. But it clearly demonstrates that transparency is there.

OK, your system seems clean.

Well then next thing we can try that almost always fixes update issues is to disable Windows Defender antivirus completely (just for the update process then we re enable it again) If you have any other AV running then completely disable that too.

AV may sometimes interfere with updates.

1. Go to Windows defender security center.
2. Click on Virus & Threat protection
3. Click on Virus & Threat protection Settings
4. In the window disable ALL the switches.
5. Then re-run Windows Update

Working exactly as designed. All other apps has just a slight transparency which can't be user adjusted, while in CMD you can adjust from 0-90% transparency. This is a useful feature when working with a lot of console windows with huge amounts of information and need to see many things at once.
