That worked on the CMD (non admin) screen but not on any other. Calc still the same.
Works on Power shell too but that's the extent of it and CMD and PS are the only ones I don't want transparency on. There are some transparency settings in Winaero Tweaker but that gets reset with every new build and changes only taskbar.
Only after resizing Calc for instance I can see some faint transparency:

And same thing on desktop as background:

Not sure if it's the exact same issue, but my lockscreen has pretty much stopped showing any pictures at all. It's just a solid color after each reboot, even if I go back in and manually set a picture.
Same here. It was that way in the last build as well. The "Show lock screen background picture on the sign-in screen" setting does not work. I've tried items in advanced system settings with a no go.

Working exactly as designed. All other apps has just a slight transparency which can't be user adjusted, while in CMD you can adjust from 0-90% transparency. This is a useful feature when working with a lot of console windows with huge amounts of information and need to see many things at once.
Well the design is stuck as solid in my system. No transparency what so ever even as it is set as Transparency effects on in settings.

They should make a transparency slider like they do in Command. Like Count, hardly any here too.

Windows Spotlight not working here as well even though I had it turned on. This is what I found on the subject.

Configure Windows Spotlight on the lock screen (Windows 10) | Microsoft Docs

Some of my live tiles are slow and some do not work at all.

The transparencies work well for me, I can even control the level of blur on them, (with a third party program obviously):
