Actually just found an even easier way.
Just create an ei.cg but leave out edition altogether. Then it lists all editions.

Extract below says 10 S will be activated if you upgrade from PRO, but I installed it clean on a pc with 10 PRO digital licence expecting it to automatically activate but it has not.
Going to try activation troubleshooter.

As stated above, devices running Windows 10 Pro, Windows 10 Pro Education, Windows 10 Education, or Windows 10 Enterprise can install and run Windows 10 S and it will automatically activate. Testing Windows 10 S on a device running Windows 10 Home is not recommended and supported at this time.
Well I used activation troubleshooter and it detected a pro 10 digital licence, and asked if I want to use change to 10 PRO. It was not totally clear if it meant use the digital licence or actually upgrade to PRO. It did the latter, and I no longer have 10 S - LOL.
So as far as I can tell, the only way to install 10 S and activate is to do the "upgrade" rather than clean install.
Next job to try is an upgrade, but I will need to faff around as I installed 10 S in a VM, si I will need to go via hyper-v.
