As it seems extremely important to know exactly at what time the new build will be available, I am making an educated guess based on release times of earlier so called "Midnight Builds" (Midnight as in Western Europe):

Build 16257 will be released at 7 minutes past midnight (00:07 CEST, for time disabled that is 12:07 AM CEST which corresponds to 15:07 or 3:07 PM PST). Give or take 30 seconds.

My sincere advance apologies in case I am wrong, I hope that in that case you can still continue being an Insider.
