As some of you already know, English is not my first language so sometimes I misunderstand or do not understand some things well, someone could please explain to me what "the publishing system" means? does it have anything to do with how to download and install the builds? suddenly they are making changes in the UUP system? Or did I misunderstand it completely? Thank you very much in advance for the answers.

Likely they mean the way they push the build to the Windows Update servers. They aren't going to give a complete breakdown of it or what went wrong.

I believe is was back on June 1st, Dona's anniversary, they accidentally published a wrong build (IoT related something or other) and/or a Mobile build that should not have gone out and it bricked a lot of people's Win phones. If that's what the "publishing" is, I can see why they are cautious.

Yes it bricked my phone but it was recoverable. I thought that release wase for your fridge TC :)

Maybe I got carried away by desire and I thought it had something to do with an earlier response from Jason Howard about the "old" way, but most likely it will not be so, thanks for the answers guys.

Yes I'll always remember that, I found it quite amusing.
I'll have to direct my Wife to your last post, she has a bad memory and if I remember something that she has no recollection of she just accuses me of making it up :)

That's exactly what it means. Publish means to make available to the public and their servers are the means to achieve that. Publish also means to announce to the public that it's available.
The words come from the same Latin root, publicare.
